Andy Bowman, an award-winning civil engineer with over 35 years of experience, is running for Township Supervisor in London Grove, where he and his family have proudly lived for more than three decades. With a proven track record in sustainable public works, Andy aims to bring his expertise to the role, ensuring cost-effective, eco-friendly solutions for a healthier, safer community.
Currently the Program Manager and Chief Engineer at the New Castle Conservation District, Andy leads projects in stormwater management, erosion control, and stream restoration—ranging from residential improvements to large-scale efforts like protecting Delaware’s coastline. His past role as Assistant Director at the Delaware Department of Transportation further honed his skills, overseeing road and bridge construction, drainage systems, and utility projects.
Andy is committed to wise spending and environmental safety while maintaining vital township services. Having managed complex budgets and collaborated with government agencies, engineering firms, and homeowners’ associations, Andy is ready to work alongside township staff to enhance London Grove’s infrastructure responsibly. As Supervisor, Andy Bowman will apply his years of engineering expertise to serve and strengthen our community.

Supervise the District’s engineering and technician staff, overseeing approximately 60 annual projects focused primarily on drainage improvements, as well as retaining walls, pedestrian and roadway bridge replacements, stream restoration, landscape enhancements, and pond rehabilitation.

Direct the design and construction process for all projects, with most designed in-house and complex projects outsourced to consultant engineers.

Manage the preparation of plans and bid documents, coordinate contractor selection, and oversee project awarding.

Lead construction administration and inspection efforts, ensuring quality and compliance for all contracted projects.

Delivered $6 million in projects in 2024, demonstrating effective leadership and project execution.

Assistant Director - North District

Managed maintenance operations for interstate and non-municipal roads north of Kirkwood Highway, overseeing multimillion-dollar budgets.

Directed a team of 150+ employees, including engineers, inspectors, electricians, mechanics, equipment operators, facility staff, and accounting personnel.

Oversaw district responsibilities, including pavement and drainage repairs, mowing, tree and trash removal, snow removal, and bridge maintenance.

Maintained a fleet of approximately 80 vehicles and specialized equipment, such as dump trucks (six- and ten-wheel), grade-alls, backhoes, flushers, and pipe video trucks.
